The Dutra Group is pleased to share several important leadership announcements that reflect the depth of talent within The Dutra Group and our continued commitment to long-term excellence.

First, we are proud to announce the appointment of Bryan O’Sullivan as Chief Operating Officer.

An 18-year veteran of the Company, Bryan has served in multiple leadership and operational roles, including Field Engineer, Project Manager, Construction Division Manager, and most recently as Vice President of Marine Construction. He joined Dutra after earning his B.S. in Construction Management from California Polytechnic State University, San Luis Obispo, and has earned the respect of colleagues and partners alike for his steady leadership, unwavering commitment to safety, and proven ability to deliver complex projects from planning through completion.

Notable projects under Bryan’s oversight include the Oroville Emergency Spillway Recovery efforts and the ongoing Pier G Wharf Extension at the Port of Long Beach. As Chief Operating Officer, Bryan will focus on strengthening operational alignment across the Company while supporting Dutra’s long-term strategic objectives. In his new role, Mr. O’Sullivan will report directly to Harry K. Stewart, President and CEO of The Dutra Group.

We are also pleased to announce the promotion of Steven J. Lee to Senior Vice President of the Equipment Division.

Steve joined Dutra in 1995 as Chief Engineer of Dredging and has led the Equipment Department since 1998. Now marking 30 years with the Company, Steve has played a vital role in supporting Dutra’s operational performance and strategic growth. He is widely respected for his sound judgment, reliability, and unwavering commitment to Dutra’s mission.

In addition to leading the Equipment Division, Steve oversees Dutra’s Rio Vista steel fabrication shop and serves as the Company’s Designated Person for the American Bureau of Shipping. He is actively involved in numerous professional organizations and continues to set a high standard for leadership across Dutra. In his new role, Mr. Lee will report directly to Dutra President and CEO, Harry K. Stewart.

We are also pleased to announce the promotion of JC Krause to Senior Vice President of the Dredging Division.

JC joined Dutra in 1996 as a Project Engineer for Dredging and has led the company’s Dredging Division since 2001. He brings more than 30 years of hydro-engineering and dredging experience to his leadership role. He holds a Bachelor of Science in Civil Engineering from the

University of Delaware and has been instrumental in advancing the Company’s operational performance and strategic growth.

JC also played a pivotal role in the acquisition of two hopper dredges and led our successful transition into managing these critical assets, strengthening Dutra’s ability to support the nation’s vital ports and shipping channels. In his role as Senior Vice President, JC will continue to lead the Dredging Division with a focus on operational excellence and long-term financial confidence. In his new role as Senior Vice President, Mr. Krause will report directly to Dutra COO Bryan O’Sullivan.

Finally, we congratulate Ryan Abood, VP Delta Division on his recent appointment to the role of Chief Operating Officer of Hanford ARC, a newly acquired, wholly owned subsidiary of The Dutra Group. Hanford ARC is a general engineering and landscape contractor specializing in ecological restoration and heavy civil construction in environmentally sensitive resource areas.

With over 25 years of experience in marine and land-based heavy civil construction projects, Mr. Abood possesses a deep expertise in riverbank protection projects, drought emergency response, marsh restoration, levee erosion and stability repairs, and habitat restoration. Mr. Abood was deeply involved in Dutra’s strategic acquisition of Hanford ARC and assumes his new role in addition to continuing as Vice President of Dutra’s Delta Division. As COO for Hanford ARC, Mr. Abood will report directly to Dutra COO Bryan O’Sullivan.

SAN RAFAEL, CALIFORNIA (April 30, 2025) – The Dutra Group, a leading provider of dredging and marine construction services, has acquired Hanford ARC, a general engineering and heavy civil construction contractor specializing in ecological restoration projects with an emphasis on stream and floodplain construction, soil bioengineering, vegetation management, park construction, and erosion control. This strategic acquisition broadens Dutra’s capacity for restoration and adaptive infrastructure projects.

Based in Petaluma, California, Hanford ARC has been a trusted name in heavy civil and land management since its founding in 1984. Doug Hanford, founder of the company, has overseen its growth since its inception. “As important as this industry is, it’s fairly new, and the last 25 of my 41 years in business have seen projects coming out faster and growing bigger than ever before. As pioneers in the industry, the opportunity to join Dutra, and benefit from their capacity and structure, will allow us to grow to the next level.”

San Rafael, CA, — The Dutra Group is proud to announce the issuance of a Notice to Proceed for the new-build construction of a 10,464 cubic yard Trailing Suction Hopper Dredge, the “Adele” at Eastern Shipbuilding Group, Inc. The “Adele” will be constructed at Eastern Shipbuilding Group’s Allanton and Port St. Joe Florida facilities. Delivery is scheduled for late 2028. The “Adele” will join The Dutra Group’s 9,870 cubic yard Trailing Suction Hopper Dredge “Stuyvesant” serving our nation’s essential waterways.

Based in San Rafael, California, The Dutra Group is a leading heavy civil marine contractor focused on strengthening our nation’s maritime infrastructure through sustainable dredging and marine construction.  “This major investment continues The Dutra Group’s recapitalization efforts and focuses our resources on Dutra’s commitment to supporting America’s Jones Act fleet, our U.S. shipyards, and our nation’s maritime and economic security needs,” said Bill T. The new vessel’s name honors Bill Dutra’s mother, Adele Coelho. She was born on December 4, 1924 in Honolulu, Hawaii. Raised on the island of Molokai, she subsequently worked as a receptionist to the US Army Corp of Engineers at Pearl Harbor where she met Bill’s father Edward, who was then a captain in the U.S. civilian dredging fleet under the Jones Act. At that time, the U.S. was at war, and it required the civilian fleet of dredges and transport equipment to ultimately retake the Pacific theater and restore our freedom. Adele’s contribution to the civilian military fleet at Pearl Harbor was her patriotic way of defending her country’s heritage. She understood the importance of family, or Ohana, and embodied the Aloha spirit of love, kindness, and respect. The “Adele” will represent her heritage and commitment to her homeland. Guided by that spirit of Aloha, the “Adele” will sail the tides and seas with strength and purpose, protecting the crew and inspiring all who serve aboard her.

This new addition to the U.S. dredging fleet also aligns with the Trump Administration’s focus on American shipbuilding and the need for the United States to control its own maritime destiny.

The “Adele” is based on Royal IHC’s Beagle© design. The IHC Beagle® Mk2 is a twin screw trailing suction hopper dredge with a maximum hopper capacity of 10,464 yd3. The hopper has a V-shaped cross section and is provided with a single row of bottom doors, which is ideal for quick offloading of dredged material. The design also incorporates a bow connection for high efficiency material pump off to service the shoreline and wetland material placement market. The hull shape is optimized with a bulbous bow to reduce drag and improve fuel efficiency.

The accommodation deckhouse and wheelhouse are situated on the fore ship. The wheelhouse has separate consoles for navigation and dredging, each positioned such that both the helmsman and the dredge master have excellent views of their respective operations. The intuitive hopper control chair is ergonomically shaped with the control and presentation of the dredging equipment around the dredge master at close hand, providing optimal control over all dredge processes.

The dredge has one engine room in the aft of the vessel. The dredge pumps are in a separate pump room and are driven by the main diesel engines through a reduction gearbox.

The collaboration between The Dutra Group, Eastern Shipbuilding Group, Inc., and Royal IHC represents a blend of expertise and innovation. Eastern is experienced in building high-specification dredges in the U.S., which complements Royal IHC’s advanced design capabilities, state-of-the-art dredging equipment, automation, and environmental awareness.

According to the heavy engineering construction honorary organization The Beavers, Inc., women make up only 10 percent of the workforce in heavy construction.

Rather than being deterred by that statistic, Molly Jacobson, Dutra’s Executive Vice President and Chief Administrative Officer who has been with Dutra since 2011, seized the opportunity to mine the untapped potential. “Women represent 50% of the total workforce, but that’s not reflected in the heavy construction industry so there’s much room for change and growth.”

Attracting more women to the industry, as well as celebrating the ones who already work in heavy construction, is a mission of Jacobson and Patty Dutra Bruce, Dutra’s Vice President of Human Resources.

Dutra’s robust internship program, which serves as a key pipeline for new company hires, actively seeks out young women each year. Over the last several years, the number of female students in the program has grown and now consists of 25% of all interns. Men are also welcome and attend these events regularly. In fact, a large group of men from The Dutra Group attended as well.

For the last two years, Dutra has recognized its female employees during the annual Women in Construction Week in March with dedicated profiles on Dutra’s social media platforms. “Whether you work in the accounting department, as an estimator, project manager, or as an executive at The Dutra Group, we all work in construction,” said Dutra Bruce.

But perhaps the most engaging sign of recognition happened this past summer, when Jacobson and Dutra Bruce teamed up to lead the effort to invite all of Dutra’s employees to participate in The Beavers’ Women in Heavy Civil reception on August 14, 2024 at the Silverado Resort in Napa. “Patty and I have been fortunate enough to be in this industry for a fairly long time, and to have had the opportunity to learn from people with a lot of wisdom and experience.” Said Jacobson. “We wanted to ensure that our group of women have a similar opportunity for professional development and engagement with people in the industry.

After securing the blessing of Dutra’s executive team to invite 100% of Dutra’s employees to attend the Women in Heavy Civil event, the pair set out to make it an even more memorable experience by creating a custom logo for the event featuring a California Poppy (representing the fact that Dutra is California-based). The custom logo was embossed on pins for each attendee to wear. Each woman also received a leather portfolio embossed with the Dutra logo, along with a personal card of appreciation from Jacobson and Dutra Bruce.

The event turned out to be an incredible experience for the 22 women able to attend, giving Dutra the largest company representation at the event. Not only did the attendees connect with other women working in construction and swap stories about their triumphs and struggles, the event was also a powerful reminder of the invaluable contributions that women make to the entire industry, Bill Dutra, Executive Chairman, and Kevin Mohr, Chief Financial Officer, also attended to show their support.

“It was a fantastic learning experience for all of us, but what really surprised and delighted everyone was how much of a celebration it turned out to be,” said Jacobson.

Dutra Purchasing Agent Loura Grayson, who has been with the company since 2014, said of the event, “the most empowering lesson I took away was the story of Dina Kimble’s journey. Her story inspired me to assert my qualifications and capabilities and take charge of my future. It’s a testament to the growing leadership of women in all industry sectors.

Marina Smith, an estimating administrator at Dutra with nine years of construction industry experience, offered this piece of advice to women who might be considering a career in heavy construction: “Even though it can be intimidating when entering this industry, don’t let that dissuade you from considering a job,” she said. “In my experience, you earn respect if you come into a position prepared to be a part of the conversation and contribute to the team. Also I’ve found that women who choose to work in our field usually make the equivalent or more than their fellow male counterparts.

Dutra Bruce said, “It is an honor and a privilege to work alongside such talented and inspiring women. Their dedication and leadership continue to drive our success at Dutra and make waves across the heavy civil engineering field. Recognizing and celebrating women in STEM is crucial, as their impact and value are immeasurable.

The Dutra Group recognizes the fundamental importance of investing in the next generation of maritime workers. We are committed to providing students with opportunities to gain a foothold in the industry that helps them start their careers.

In addition to on-the-job experience, the interns also get the chance to meet one another and bond as a class. They also get to tour Dutra’s different job sites and operations, including the San Rafael Rock Quarry, the Rio Vista equipment yard, and The Dutra Museum of Dredging.

For 2024, the intern program drew 15 interns, including the two cadets on the Stuyvesant from across the country, making it our largest and most professionally diverse group to date. Working on projects in Florida, Virginia, Hawaii, and at home in the Sacramento Delta and in Petaluma, this years class of interns had the chance to work on some of our most exciting projects.

Vice President of Human Resources Patty Dutra Bruce oversees the program and credits its success to improved outreach by the company, as well as a spreading reputation of Dutra’s intern program amongst student bodies. “Over the past decade, Dutra’s intern program has tripled in size. The commitment of our students matches our own, and the results have been thrilling.”

The program is specifically designed to give undergraduates an opportunity to learn hands-on at job sites. Students pursuing construction management or civil engineering are placed onsite to work alongside full-time employees. Dredging cadets are placed aboard vessels. Others may spend their time in the corporate headquarters. While interns typically spend their summer focusing on a single project, year-to-year projects can vary greatly, and this variety has prompted some former interns to reapply and gain experience in different capacities.

One-on-one mentoring is another highlight of the program. Every intern is assigned a mentor as their direct point of contact in the company. Their mentor acts as their guide as they learn about the challenging work we do. For many mentors, also it provides a chance to gain supervisory experience and an opportunity to connect with the upcoming generation of workers. According to the interns, mentors play a crucial role in the success of their internships, and they are grateful for the professional relationship. As Ryan Murphy, a civil engineering student at Sac State, said regarding his mentor: “He has been entirely supportive and willing to teach from day one. He encourages me to ask questions, take initiative, and has taught me so much”

“The Dutra Group’s average employee tenure is over 15 years,” says Patty. “The company’s emphasis on internal promotion factors into the expansion of its intern program. We are building our own employees and reaching out to students early is an essential way to fill our expanding needs, while also laying the groundwork for creating those long-term employees.”

The Dutra Group has been on a positive trajectory regarding safety over the last twenty years. In our industry, there have been many changes in how customers measure our safety performance, which now scrutinizes total recordable incident rates, EMRs and unredacted OSHA logs. We realized some time ago that to remain competitive, we must make safety and production a partnership. All of our hard work and investments in Safety have paid off significantly. In fact, in 2018, 2019, 2020, 2021, 2022, and up to 2025. The Dutra Group celebrated its best years regarding safety. The Total Recordable Incident Rate and the Lost Time Incident Rate were both at all-time lows, dating as far back as the year 2000.

The year 2022 has proven that 2018, 2019 and 2020 and 2021 were not anomalies but a significant trend in managing our safety program as evidenced by our continued low rates.

It is also significant that 2022 represents the fifth year in succession of great safety performance. This will lower and calculate the average incident rates such that premiums will fall, and we will be more attractive to our potential project owners. Premiums for State Act coverage fell 16% in 2022 and Longshore rates fell by nearly 18%.


At the time of this update, we continue to trend in a positive direction. We continue to hold our bi-weekly Site Safety Health Officer Committee meetings where the entire roster of Dutra Safety personnel share lessons learned, near misses, great catches, and creative safety procedures.

We continue to promote an awareness in Safety and that Safety is our company’s No. 1 Core Value. We are in the process of brainstorming 2023 initiatives that will help us to sustain the great progress we have made in Safety. The most important thing is for our employees to go home safe and healthy to their families and friends.

After 25 years of dedicated service, Cliff Hunt, Vice President of Risk for The Dutra Group, is retiring. During his long career at Dutra, Cliff was instrumental in overseeing IT, corporate risk management, and safety programs for the company.

Prior to joining Dutra, Cliff attended San Jose State University as a jazz performance major, playing the trumpet. At 35, he pursued and completed a degree in computer science from the University of San Francisco while working for Chevron. Over the course of 18 years he held various positions, ending his time with Chevron in the corporate IT group in San Francisco.

Upon joining The Dutra Group in 1999, Cliff established the company’s first IT department, focusing on integrating new technology to improve operational efficiency. In 2001, when the company Safety Director retired, Cliff’s extensive experience with health and safety at Chevron made him a natural fit for the position.

In 2007, Cliff was encouraged by Bill Dutra, Executive Chairman, and Harry Stewart, President and CEO, to pursue an MBA in Risk Management. Completing his MBA in 2009, Cliff was promoted to Risk Manager and led the IT, Risk and Safety Departments. As Risk Manager, Cliff increased risk communication and integrated risk strategies into the company’s operations. He built a strong Safety Team and with the help of the hardworking hands in the field, significantly reduced the incident rate at The Dutra Group to well below the industry average. He partially credits Bill and Harry for giving him the freedom to lead, but also points to his team, stating, “It’s not really me, but all of us working together who have been able to reach these numbers.”

Cliff’s academic credentials include a B.Sc. in Computer Science from the University of San Francisco, an MBA in Risk Management from Walden University, and an Associate’s certification in Risk Management from the Insurance Institute of America. 

Cliff is quick to acknowledge the contributions of the talented individuals he has hired, like Patty Dutra Bruce, VP of Human Resources at Dutra, Hank Schukler, Safety Manager, and John Wyma-Hughes, the new Risk Manager. He notes they are smart, talented, and productive. Cliff has every confidence that Patty, Hank, John, and the rest of the team will continue to lead the company forward.

“Cliff’s leadership and expertise have been a critical component of The Dutra Group’s success over the last 25 years,” said Executive Chairman Bill Dutra. “His dedication to safety and risk communication has made a significant impact on our operations and culture.”

While under Cliff’s supervision, Dutra’s Safety Department introduced the “Harvey Freeman Safety Award.” First introduced in 2010, the award formally recognizes individuals who continuously work to ensure the well-being of their coworkers. Named in remembrance for the much beloved member of the extended Dutra family Harvey Freeman, the award is presented annually to a member of the company who, like Harvey, exhibits integrity, honesty, mutual respect, and above all else, prioritizes the safety of their co-workers. For the 2024 selection, the Harvey Freeman Award was presented to Cliff for his enduring commitment to the company’s safety culture.

Cliff and his wife Rose share six adult children and eight grandchildren, underscoring his role as a family man. His decision to retire was not made lightly, but he decided it was time to spend more time with his family, and to pursue volunteering and hobbies. “I am grateful for the opportunities I’ve had at The Dutra Group and the relationships I’ve built over the last 25 years,” Cliff said. “I’m proud to have helped develop the IT, Safety, and Risk departments, and to have had the ability to hire wonderful people who have carried out the initiatives and groundwork for our success.” Cliff also looks forward to playing the trumpet and guitar again, returning to one of his earliest passions. Additionally, he recently adopted two special needs dogs that he is excited to provide the extra care and attention needed now that he is retired. He is also interested in volunteering to help improve the lives and raise awareness for those living with autism, a cause close to his heart.

The Dutra Group recently celebrated Cliff’s retirement with a special event where family, colleagues, and industry peers shared their appreciation for his contributions to the company. Also among those attending was a special surprise guest from Cliff’s earliest days with the company: Amjad Shaikh, Cliff’s first team member at Dutra, who made a special trip from his home in Toronto, Canada to help send Cliff off in style. Cliff and Amjad worked together in the company’s IT Department. Together, Cliff as IT Director and Amjad as System’s Administrator, they built the company’s first IT infrastructure. They had not seen each other for 19 years!

Mike Cole, Purchasing Manager for The Dutra Group, is stepping into retirement. During his long tenure, Mike played a pivotal role in the company’s operations, expansion, and prosperity. As manager of all procurement activities, Mike is well known for his strong work ethic, his decades long personal ties with vendors, and his unparalleled industry knowledge. His signature look, a Ticonderoga pencil at the ready behind his ear, sharp wit, and booming laugh will be missed.

The Dutra Group recently honored Mike’s retirement with a special gathering at the Dutra Museum of Dredging in Rio Vista, CA, where colleagues, friends and family, including Mike’s personal guests Jenna Cole, Connie Bruns, and Pam Aikman, gathered to celebrate his career.

Bill Dutra Executive Chairman, and Harry Stewart CEO, reflected on their long and entwined careers with Mike, while coworkers Mike McFarland, Nancy LaRue and others spoke to the decades-long friendships they forged with him while working at The Dutra Group. Mike’s loyalty and deep care for his coworkers were reflected in several heartfelt and sometimes comical speeches, although numerous people cited being sworn to silence on the best stories.

“Mike’s dedication and expertise have been fundamental to The Dutra Group’s success,” said Bill Dutra. “When I think back on the years you’ve been with us, each year we grow a little bit older, and we grow a little bit wiser. It’s been quite the journey. I watched you grow the purchasing department during all the good times and bad, and no matter how to tough it got, no matter how many 911 emergencies came our way, from flood fights to Friday afternoon breakdowns, you always came through. Nature is unforgiving and so is the work we do. It’s a twenty-four hour a day job and takes selfless commitment. All too often the praise goes to the guys out in the field. You always understood that their success was your success. When they succeed, you succeed, and we all succeed.

“Mike’s impact on The Dutra Group cannot be overstated,” said Harry Stewart. “His expertise and strong vendor relationships have significantly shaped our operations and culture. His dedication will leave an enduring legacy on our company.”

The purchasing team is often first in and last out on projects. Projects are won and lost based on the costs used to build bids. Securing those quotes, days, weeks, months in advance is multifaceted. Are the necessary materials available? Do they meet the contract specifications? Can they be delivered to the project site on time, by what means, and at what cost? Are we meeting our SBA commitments? Add the constant need to keep our equipment running and our employees safe with the proper tools and personal protection gear, and you start to get an understanding of the critical role Mike filled.

Mike expressed his gratitude to Bill and Harry in particular. “I am grateful for the opportunities I’ve had at The Dutra Group and the relationships I’ve built over the last 43 years,” Mike said. “My years here have been instrumental in shaping the course of my life and I’m proud of what we’ve accomplished together. I am confident that the company will continue to thrive.”

As Mike embarks on his new chapter, he imparts advice to current employees; “Build strong relationships with your colleagues and vendors, and always be willing to learn and grow. Take advantage of the opportunities available to you. Always make sure you have a plan in place, and most of all…no sniveling.”

The Dutra Group has named John Wyma-Hughes as the new Risk Manager, following the upcoming retirement of Cliff Hunt. This strategic appointment leverages Wyma-Hughes’ legal expertise and diverse experience to lead the company’s risk management, safety, and marine compliance departments.


Since joining The Dutra Group in 2021 as Associate General Counsel of Operations, Wyma-Hughes has played a key role in contract negotiations, claims management, and ensuring corporate compliance. His background in working for both the federal government and small-business private tech sector brings with it a valuable perspective on government contracting, emerging technologies, and legal interpretations.


Wyma-Hughes’ qualifications include a B.Sc. in Experimental Psychology from Saint Mary’s College of California, a J.D. from the University of San Francisco School of Law, with a focus on maritime and federal law, and an Associate in Risk Management certification from the Insurance Institute of America. Wyma-Hughes is an active member of the State Bar of California and has published over a dozen peer-reviewed studies in the field of neuropsychology.


In his new position, Wyma-Hughes will oversee all corporate risk management and safety programs. He takes the helm from Cliff Hunt, whose tenure significantly enhanced the company’s safety performance. Hunt brought a disciplined safety approach from his eighteen years with Chevron USA. Under his direction, recordable and lost time rates have dropped consistently over the last twenty years. As Risk Manager, he increased risk communication and inserted risk strategies into the company’s operations.


Hunt joined The Dutra Group after 18 years at Chevron USA. His academic credentials include a B.Sc. in Computer Science from the University of San Francisco, an MBA in Risk Management from Walden University, and the Associate in Risk Management certification from the Insurance Institute of America. Hunt devoted this last year to mentoring Wyma-Hughes in preparation for his role as Risk Manager, and has passed on a career’s worth of invaluable information and knowledge. 


The transition to Wyma-Hughes’ leadership signals The Dutra Group’s continued commitment to industry-leading risk management practices and a rigorous safety culture. His legal background combined with Hunt’s legacy provides a solid foundation to guide the company’s risk strategies while delivering on critical projects.

Collaborative contracting models in marine construction, commonly referred to as Alternative Procurement, are reshaping project delivery in our industry by fostering innovation, enhancing efficiency, and improving risk allocation between clients and contractors. These Early Contractor Involvement (ECI) procurement approaches like Design-Build (DB) contracts are becoming increasingly common due to proven advantages such as schedule compression, reduced changes, and enhanced potential for value engineering compared to traditional methods.


These contracting methods are specifically designed to foster early contractor involvement in the project planning, permitting and design phases and to diverge from traditional contracting methods where contractors have been selected based solely on the lowest bid. They succeed by empowering project owners and stakeholders with significant input and control over early project design decisions, potentially leading to a more efficient and cost-effective project execution.


Several other increasingly common Alternative Procurement methods akin to Design-Build (DB) include Progressive Design-Build, (PDB) Construction Manager General Contractor (CMGC), Construction Manager at Risk (CMAR), Best Value, and Low Price Technically Acceptable (LPTA). These contracting models work best because they put early emphasis on identifying and managing the complexities of large-scale projects, especially in the marine sector where challenges like environmental variables and heightened safety risks are prevalent.


According to Mike Edde, Vice President of Estimating at The Dutra Group, “Involving the contractor during the design and permitting process allows the project owner to develop designs with realistic contractor means and methods in mind. Without early contractor involvement, sometimes the permit applications do not consider constructability and they need to be resubmitted after the contractor is brought on board to ensure the project can be built. This has the potential to add delays to the project schedule, increase cost of the project, and increase the overall risk to the owner.”


As an example, Mike highlights The Dutra Group’s current Boat Basin and Pier Extension Project for California State University Maritime (Cal Maritime) situated along the Carquinez Strait in Vallejo, California. This Progressive Design Build (PDB) project will enable Cal Maritime to replace the 37-year-old Golden Bear Training Ship with a new National Security Multi-Mission Vessel (NSMV) at the University’s pier facilities as early as 2026. This project is Phase 1 of the University’s Waterfront Masterplan to extend the existing pier, add mooring capability for the new larger vessel, improve fendering and wave screens for the boat basin. The new NSMV will be the primary training vessel at Cal Maritime and will also serve as an emergency response vessel for humanitarian assistance and disaster relief.


The project is still in its early stages known as preconstruction or preliminary services, where the focus is on budget-level design development and negotiating a firm contract price for the construction phase. This collaborative phase ensures that the project’s design meets the owner’s requirements through ongoing transparent cost estimates as the design is being developed. The subsequent construction phase encompasses final design, construction, and commissioning.


The Dutra Group has also performed several other alternative procurement projects. One successful example is the Alameda Marina Seawall project. The format of this project was Construction Manager/General Contractor (CMGC). The owner was a private developer and had hired a marine engineer to gather some initial design concepts. Given the complexity of the project, the owner sought to use the CMGC format to get a trusted and experienced contractor on board well in advance of final design to work along side with the design team to create buildable seawall concepts within the owner’s budget. The Dutra Group provided some initial budgetary estimates and technical write-ups. Interviews of several potential CMGCs were conducted by the Owner and Engineer, and ultimately, The Dutra Group was the selected CMGC.


Once on board, the The Dutra Group team met on a weekly basis with the Owner and Designer to help narrow down design concepts. This iterative process led to several design concepts being compared and contrasted by the owner. The Dutra Group provided cost estimates for each design concept and helped steer the owner to choose the best concept that fit the budget and project schedule. Ultimately, this complex project was delivered within the owner’s budget and on schedule. Several different seawall designs were used due to the changing site conditions along the Alameda shoreline. If a traditional approach (low bid) was used for this project, it would have likely resulted in a longer construction duration, higher project costs, and lots of change orders.


Another notable alternative procurement project completed by The Dutra Group is the WETA North Bay Operation and Maintenance Facility. This project involved the construction of a new facility to support the operation and maintenance of the Water Emergency Transportation Authority’s (WETA) ferry fleet in Vallejo, CA. The project’s success was attributed to the Design-Build procurement method, which facilitated a seamless integration of design and construction processes, allowing for a more efficient and timely completion of the facility. This approach not only ensured the project met its operational requirements but also adhered to budgetary constraints and schedule timelines.


A third example of an alternate procurement project completed by The Dutra Group is The San Francisco Marina West Harbor Renovation Project. The Design-Build approach on this project allowed The Dutra Group to convince the owner to adopt a phased approach, enabling the continued use of the marina throughout the construction project. This early collaboration with all stakeholders (the owner, engineer, contractor, harbormaster, and boaters) was crucial. Without it, the project would have necessitated the closure of the marina during construction and the relocation of many more boats to other marinas. This strategy resulted in a win-win solution that minimized impact on the marina’s ongoing operations during construction.


The success of past projects like The Dutra Group’s Alameda Marina Seawall, WETA North Bay Operation and Maintenance Facility and the San Francisco Marina West Harbor Renovation demonstrate the advantages of alternative procurement methods over traditional approaches, highlighting elevated levels of collaboration, innovation, and operational efficiency. The early returns on the current Boat Basin and Pier Extension Project at Cal Maritime are also very encouraging and are setting up a successful construction project to commence in 2025.
